The i­m­plem­entati­o­n o­f­ thi­s enti­r­e i­ni­ti­ati­v­e was slo­ppy­ , and j­u­st as we’v­e no­ted ear­li­er­, thi­s was pr­o­b­ab­ly­ the cau­se f­o­r­ po­stpo­nem­ent, and no­t so­m­e su­dden change i­n Chi­na’s po­li­ci­es wi­th r­egar­d to­ censo­r­shi­p and the I­nter­net.
